After two months without weekly reports top four IP addresses "achieved"
over 1 million reports per week

Oh, Spamazon.

Here most are Nigerian scams I report via Spamcop. And in ~99 of all
cases they come via Gmail since Google scratched the "Don't" from "Don't
be evil" and doesn't care about complaints anymore.

Once a month would be sufficient in my opinion.
Shit happens. IMHO once a week shows which ASes care to react and fix
the issues. From my perspective the reports should indicate which ASes
*STAY* on SCT200 for weeks (more than one week).

One week is a (rotten) compromise between flooding the newsgroup and
judging reactions *or lack of reaction by AS operator* .
Top offenders may be hard (slow+) to correct. Reasonably fast response
should be encouraged for "no *systematic* fault" ASes.
